概要 (英文)

THE USSR IS THE LARGEST ENERGY PRODUCER AND THE SECOND LARGEST ENERGY CONSUMER IN THE WORLD. IN1988,ITS SHARE OF GLOBAL ENERGY CONSUMPTION REACHED 17%. PRESENTLY,THE SOVIET ENERGY-SAVINSPOTENTIAL IS APPROXIMATELY EQUAL TO HALF OF ITS DOMESTIC ENERGY CONSUMPTION. IMPROVEMENT IN ENERGY EFFICIENCY AT ALL LEVELS OF THE NATIONAL ECONOMY IS NOW CONSIDERED THE PRIMARY GOAL FOR THE NATIONAL ENERGY POLICY FOR THE NEXT 20 YEARS. MEASURES FOR ENERGY CONSERVATION IN ELECTRICITY GENERATION AND HEAT SUPPLY,INDUSTRY AND AGRICULTURE,TRANSPORTATION AND RESIDENTIAL/COMMERCIAL SECTORS ARE ANALYZED. SPECIAL EMPHASIS IS GIVEN TO THE SITUATION IN TRANSPOTATION AND RESIDENTIAL/COMMERCIAL SECTORS WHICH ARE DESCRIBED IN DETAIL. THE RECENT TRENDS IN THE USSR ENERGY PROSPECTS ARE EVALUATED WITH THE ASSESSMENT OF FUTURE ENERGY DEMAND AND SUPPLY. HOWEVER,THE GOALS PUT FORWARD BY THE OFFICIAL ENERGY PROGRAM AS ATARGET FOR 2000 SEEM HARDLY FULFILLABLE WITHIN THE PLANNED TIME PERIODBECAUSE OF THE EXPECTED ECONOMIC RESTRUCTURING AND REDUCTION OF HUGE MILITARY EXPONDITURE,ON ONE HAND,AND PUBLIC OPPOSITION TOWARDS NUCLEAR ENERGY,ON THE OTHER. THE SECOND PART ASSESSES ENERGY FORECASTS IN EASTERN EUROPE UNTIL 2000. THIS PART IS BASED ON ANALYSIS OF RECENTLY AVAILABLE DATA AND THE AUTHOR S OWN ESTIMATES. SOME DATA WERE PRESENTED AND DISCUSSED AT THE WORKSHOP HELD AT IIASA,JANUARY 1990. A BRIEF ANALYSIS OFTHE ENERGY SITUATION AND ENERGY POLICY FOR EACH EAST EUROPEAN COUNTRY AND THE USSR,IS PRESENTED.
