OUR STUDY ON THE NUCLEAR POWER INDUSTRY AND COMMUNITY IMPACTS INDICATES A STRONG CORRELATION BETWEEN THE EARLY POSITIVE ECONOMIC IMPACTS IN THE COMMUNITY AND THE SITING OF THE NUCLEAR POWER PLANTS. WE ALSO FOUND BENEFITS INCLUDING THE APPEARANCE OF NEW ENTITIES TO CARRY THE LOCAL ECONOMY, AND ADMINISTRATIVE BROAD COOPERATION WITH NEARBY JURISDICTIONS. HOWEVER, IN REGIONS WITH NUCLEAR PAWER PLANTS, WE FOUND IMPEDIMENTS TO COMMUNITY PROMOTION SUCH AS THE LACK OF PEOPLE S SOLIDARITY AND THE LOSS OF REGIONAL IDENTITY OWING TO RAPID GROWTH.FURTHERMORE, THE LOCAL GOVERMENT ADMINISTRATION AND THE ELECTRIC POWERCOMPANY IN EACH REGION CANNOT FULLY ACCOMMODATE THE RAPID CHANGES ASSOCIATED WITH POWER PLANT CONSTRUCTION. WITHOUT DEEP UNDERSTANDING OF THEBASIC STRUCTURE OF THE REGION, ELECTRIC POWER COMPANY CANNOT POSSIBLY THINK OR ACT WITH THE COMMUNITY. WE PROPOSE A SYNCHRONIZED IMPLEMENTATION PLAN FOR SITING AND COMMUNITY PROMOTION DEVELOPMENT BASED ON OUR ECONOMIC STUDY AND FUZZY STRUCTURAL MODELING TECHNIQUES, WHICH HELP TO ILLUSTRATE THE RELATIONSHIP OF VARIOUS PHENOMENA IN THE COMMUNITY. THEN, DRAWING ON THE MATCHED SITING AND COMMUNITY PROMOTION PROCESSES, WE HAVEDEVISED A MANAGEMENT STRATEGY FOR UTULITY COMPANIES, WHICH CONSISTS OFSEVEN COMPONENTS, INCLUDING:VISION OR IDEAL, STRATEGY, AUTONOMOUS PROGRAMS, ORGANIZATIONAL COMPONENT, INCENTIVES, EVALUATIONS, AND INFORMATION DISCLOSURE.
