電力中央研究所ヒューマンファクター研究センターでは、ヒューマンエラー（エラー行為）が関与して発生したトラブル（エラー事象）の分析・評価手法（J-HPES)を開発し、国内原子力発電所において発生したエラー事象について分析を行い、その結果をデータベース化している。本報告では、J-HPESデータのうち保守作業に関するものを、類似したエラー事象別に横断的にみて共通的な教訓（問題点）およびエラー行為を防止するための注意点（作業上のチェックポイント）を抽出するための分析手順を検討している。J-HPES原因関連図を基に、現場作業実施、組織活動、前提条件の観点から問題点を抽出する。さらに、J-HPESで提案された対策案をもとに作業上のチェックポイントを組織活動別に立案・整理する。実際のエラー事象データにこの手順を適用して有効性をを確認している。また抽出結果の活用方法として、現場で利用する簡易印刷物、教育用資料、データベースについて検討している。

概要 （英文）

CRIEPI has been conducting detailed and structured analyses of all human error incidnets collected from Japanese Licensee Event Reports using J-HPES(Japanese version of HPES) as an analysis method. Results obtained by the analyses have been stored in J-HPES database. This paper described the process of error action and checkpoints for preventing errors. Human error actions of J-HPES data are classified by viewpoints of error mode and work type. As to each of these error categories, problems are extracted based on J-HPES causal relation charts in following three viewpoints: acts at workplace, activities, and preconditions of job. Moreover, checkpoints for preventing errors are developed referring proposed countermeasures in J-HPES database. In order to share these results, we started to issue 4-page booklets "Catch the Point" periodically. In future, based on these results, we will publish a teaching material. We also have a plan to store the contents of Catch the Point in a database, which facilitate users to find necessary checkpoints and hazards before they start their activities.
