各国におけるエネルギー・セキュリティ確保のための政策動向を調査した結果、１）世界的に、1980年代後半降効率化、環境保全と並んでエネルギー・セキュリティの確保はエネルギー政策の3本柱の重要なひとつとなっていが、これまではそのウェイトは必ずしも大きくなかったこと、２）しかしながら、今後電力の自由化に伴い、エネルギー・セキュリティ確保に関するウェイトが再び増大しつつあること、３）さらには、中長期的セキュリティ確保のための具体的な手段に関しては各国により異なっていることなどを示した。

概要 （英文）

From tha latter half of 1980's,energy policy has focused on efficiency and environmental conservation as well as securing energy security.Up to the present,emphasis has been laied rather on efficiency and environmental conservation. In near future, facing the "dash for gas" and increasing denpendency of oil and gas on import,energy security policy begins to gain its importance. However, also in futute,the above 3 pillars of energy policy have to be conducted in a harmonized manner. Further, it is important to note that concrete policies to secure energy security in the longer term are different from country to country.
