パーム油の主要生産国であるインドネシアを対象として、食用及び燃料用生産の現状を分析し、バイオマス燃料として生産・輸出する上での前提条件を抽出・整理する。これらの条件にもとづきパーム油燃料生産・輸出のシミュレーションモデルを開発し、カリマンタン島でのケーススタディによりモデルの実用性を検証する。
(1)パーム油燃料生産・輸出の前提条件
現地でのヒアリング調査結果に基づいて、燃料用として生産・輸出するためには、①既存パーム油は食用中心のため新規開発プランテーションにて生産すること、②既存BDF製造工場は国内市場向けであるため新規建設が必要となること、③市場価格高騰のため直営等により流通ロス等を低減すること、④RSPOの「パーム油生産の原則・基準」を遵守すること、⑤輸入企業等が設定している基準も考慮することを前提条件として抽出した。
(2) パーム油燃料生産・輸出シミュレーションモデルの概要
抽出した前提条件に基づいて、①パームプランテーション・燃料製造工場適地の評価、②コスト評価、③LCA-CO2評価の3段階の評価が可能なツールを開発し、地理情報システム(GIS)を活用した標記シミュレーションモデルを構築した。
(3) パーム油燃料生産量・製造費用の推計
インドネシアのカリマンタン島を対象としてモデルのケーススタディを行い、RSPO基準及び追加基準を満たすパームプランテーションの候補地域を評価した。その面積は、インドネシア全作付面積に匹敵する約400万haとなった。
また、気象や土壌等の条件を考慮した上でパーム油燃料生産量を推計した結果、CPO注5)を直接燃料として利用する場合は約2,100万t、BDF製造工場を新規建設してBDFに変換した場合には約2,000万tの生産量が見込まれた。
さらに、原料生産から日本への輸送費を含めたCPOとBDFそれぞれの製造費用(直営)を推計した結果、代替可能性のあるC重油の価格(CIF単価:H19.1-10)1,134円/GJに対して、CPOは893~1,071円/GJ、BDFは1,218~1,603円/GJとなり、競合可能な価格であることがわかった。

概要 (英文)

The purpose of this report is to development of simulation model of palm oil fuel production and export, through a case study focusing on Kalimantan Island in Indonesia, and to consider the potential of production and the export of the palm oil fuel. The results are summarized as the following three points.
First, palm oil for import for use by electric power utilities in Japan should be produced by newly-developed palm plantations, as well as newly constructed facilities for the production of Bio Diesel Fuel (BDF) for export, so that distribution losses on each side cost should be minimized by the system integration and the total costs. The two major steps of palm oil fuel production, the development of new palm plantations and construction of plants for BDF production, there are also a number of environmental problems in Indonesia which have been attracting global attention. To deal with these problems, the RSPO (Roundtable of Sustainable Palm Oil) plays a central role in establishing production criteria, and it is very likely that such criteria will be used as the standard palm oil fuel as well as for edible palm oil.
Second, the case study region was selected from Kalimantan Island based on two standards. The first standard was based on the principles of the RSPO adopted in 2005, and referred to as the RSPO standard. The second standard was comprised of references to the basic policy of the import enterprise of palm oil fuel, and it is referred to as the additional standard. The total area of the case study region was approximately four million hectares.
Lastly, the palm oil fuel production grown on land over the case study region, four million hectares, was estimated. The production of crude calm oil (CPO) was estimated at approximately 21 million tons and when CPO was converted into BDF the estimate was approximately 20 million tons. Our research showed that the cost for each calorific values of C crude petroleum (CIF Price), CPO and BDF were 1,134 yen/GJ, 893-1,071 yen/GJ, and 1,218-1,603 yen/GJ respectively.
