電力をはじめとする重要社会インフラは我々の生活を支える基盤であり,これらのシステムの途絶は社会に甚大な影響を与える。それゆえ電力事業者には供給途絶による社会的影響を最小化するような効率的な防災計画を策定することが期待される。しかしながら,各インフラはそれぞれが独立したシステムとして存在しているのではなく,その機能や役割は相互に依存関係にあり,システム間の依存性・相互依存性は各システムの被害や支障継続時間,途絶時の影響を評価することを難しくしている。そこで本報告書では,重要社会インフラの相互依存性解析に関する研究の現状を調査した。まずインフラ間で機能に干渉が生じる原因は,「物理的近接性」と「機能的依存性」の2つに大別できる。前者は,異なるシステムの設備同士が近接した空間に敷設されている状態を指し,後者はシステムの稼働に他システムの供給するサービスが使用されている状態を表す。次に,代表的なシミュレーションモデルとして,「機能不全インプット・アウトプットモデル」,「システムダイナミクスモデル」,「ネットワークモデル」,「エージェントベースモデル」の4つを抽出し,インフラの機能評価の観点及び相互依存性解析の観点からそれぞれの特徴を比較した。対象に関する詳細な情報が得られるならば,物理的近接性及び機能的依存性の双方を扱うことができ,かつ確率的・経時的な影響をモデル化できるエージェントベースモデルによる評価が有効であると言える。

概要 (英文)

The dominant function of our society is basically supported by the service provided by critical infrastructures and disruptions of these systems can cause severe damage to the society. Therefore, the electric power companies are expected to make an efficient disaster prevention plan to minimize the impact of its disruption. However, critical infrastructures are not isolated each other. Various dependencies and interdependencies among critical infrastructures make it difficult to assess the expected damage state, disruption duration, and disruption impact of each system. In this report, the current research status of critical infrastructure interdependency analysis was reviewed. First of all, we classified causes of critical infrastructure interaction into two types, namely physical proximity and functional dependency. The former means the situation where two or more systems are in the geographically close area and the latter stands for that one system requires service as input from other system. Second, four modeling methods, Inoperability Input Output Model, System Dynamics, Network Model, and Agent-based Model, were selected and their advantages and disadvantages were investigated in terms of their applicability for both functional assessment and interdependency analysis. Agent-based Model is recognized to be a promising approach for the following two reasons: 1) both service level and disruption duration can be evaluated, 2) the method can treat spatial location of components and define their probabilistic and time-dependent behaviors.
