To develop a method for evaluating the upper-shelf fracture toughness of a Reactor Pressure Vessel (RPV) by utilizing a miniature compact tension (Mini-C(T)) specimen of 4 mm-thickness, the specimen size effect on ductile fracture toughness must be understood. This study aims to clarify the specimen size effect on ductile crack growth resistance and the applicability of the Mini-C(T) specimen to the upper-shelf fracture toughness screening procedure in the surveillance program, for which the Upper-Shelf absorbed Energy, USE, exceeding 68 J must be verified. Ductile crack growth tests were performed on five Mini-C(T) specimens and two 0.5T-C(T) specimens of 12.7 mm-thickness in Japanese RPV steel SQV2A. The test results revealed that both crack growth resistances of Mini-C(T) and 0.5T-C(T) specimens matched well for crack extensions of less than 0.5 mm, while the crack growth resistance for longer crack extensions was underestimated by the Mini-C(T) specimen. Based on J0.2 (the J-integral at a crack extension of 0.2 mm), it is possible to conservatively evaluate the ductile fracture toughness without any specimen size effect. Finally, it was demonstrated that screening of USE > 68 J in the surveillance program was conservatively feasible using the USE value estimated from the crack growth resistance curve of the Mini-C(T) specimen by the proposed USE estimation formula based on the formula given in JEAC 4206-2006.
