現在議論が行われている電気事業制度の見直しなど、自由化の進展に伴い益々厳しくなる経営環境に対応するため、ITやアウトソーシングの活用が一層重要になり、電力通信網は、質的・量的変化を遂げる必要が生じている。本報告では、内外の電力自由化及び自由化先進国における電力通信網の動向を調査し、電力自由化が我が国の電力通信網に及ぼす影響を整理した。また、その影響分析結果より、電力通信網の課題としては、送電部門の分離形態（会計／機能／資本分離）を考慮し、アプリケーションを可能な範囲で統合した統合通信網構成方法の明確化が重要であることを明らかにした。

概要 （英文）

Utility communications need to change in quality and quantity because it becomes more important to use information technology or outsourcing in a more severer business environment with the progress of power market liberalization. In this report, we investigate Japanese and foreign trends of power market liberalization and utility communications in preceding liberalized nations, and clarify the influence of power market liberalization to utility communications in Japan. As a result of the analysis, we show it is the most important issue of utility communications to clarify how to construct an integrated communications network as simply as possible in consideration of the separation form (accounting/function/capital separation) of power transmission department.
