相対取引を対象に，計画段階における混雑解消手法に関して，公平性と経済効率の観点から定量的評価を行った。1)相対取引を発電事業者と需要家の組み合わせにおける各々の利益最大化行為の均衡解として表現し，送電線混雑に対して，その解消手法を混雑料金単価と社会的厚生の観点から評価するモデルを開発した。2)モデル系統に対して相対取引の混雑解消手法として，潮流比例方式(TLR)，順位方式，混雑料金方式などについて公平性，経済効率性の観点から評価し，以下を明らかにした。・TLRや順位方式では確実な混雑解消が可能であるが，混雑料金単価に換算して見ると市場参加者間で一般に格差が生じ，経済面からは必ずしも公平とは限らない。・一律単価の混雑料金の徴収による市場メカニズムを活用する混雑解消方法は，経済面での公平性に加え，比較的高い社会的厚生が実現できる。

概要 （英文）

In this report, quantitative evaluation is done from the viewpoint of fairness and economical efficiency for congestion management methods in scheduling stage of a bilateral transaction. We developed the model in which a bilateral transaction is expressed as an equilibrium point of each benefit maximizing behavior of electric suppliers and consumers. In the model, congestion relief method of transmission lines is evaluated from the viewpoint of equivalent congestion tariff and social welfare. Typical congestion relief methods such as transmission loading relief (TRL), ranking method and congestion tariff method were evaluated from the viewpoint of fairness and economical efficiency under a model system, and the followings became clear.- Congestion relief is assured in TLR and ranking method, however there exist usually a large difference in congestion tariff among market participants, and it may not be always fair from an economic aspect.-Constant congestion tariff method which utilizes market mechanism to the utmost, can realize comparatively high social welfare as well as fairness in an economic aspect.
