日本では長い間、電圧変動の評価指標としてΔV10が使われてきたが、分散型電源による電圧変動もΔV10で評価することは疑問視されている。今後の電圧変動の管理手法の方向性を探るため、ΔV10とIECフリッカメータの測定方法の違いや許容値設定の経緯を調査した。その結果、以下の問題点と課題が明らかになった。(1)ΔV10はアーク炉に限定して開発されたため、他の原因の電圧変動には適用できない。(2)許容値が設定された当時と現在ではΔV10の測定原理が異なり、許容値の見直しが必要である。(3)IECフリッカメータは周波数全域に亘る電圧変動を評価するものであり、分散型電源による電圧変動の評価にも有効である。(4)IECフリッカメータを日本に導入するには、まず電圧変動許容値を決めることが必要である。 また、IECフリッカメータを日本に導入するための100V系視感度フィルタ特性を明らかにした。

概要 （英文）

The indicator ΔV10 has been long used to estimate voltage fluctuation in Japan. However, problems occur when voltage fluctuation caused by dispersed generation systems is estimated using ΔV10. Differences in appropriate measurement method and in the method for determinating the limits of voltage fluctuation between the ΔV10 meter and the IEC flicker meter were investigated. As a result, the following points are clarified.(1)ΔV10 cannot be used to estimate voltage fluctuation due to sources other than arc furnaces, because it was developed specifically for arc furnaces. (2) Because there are differences in principle between the present ΔV10 meter and the one that existed when the limits of voltage fluctuation were decided, it is necessary to reconsider the limits.(3) Because the IEC flicker meter can be used to estimate voltage fluctuation throughout the entire frequency range, it is effective for estimating voltage fluctuation by dispersed generation systems.(4) The limits of voltage fluctuation should be decided before the IEC flicker meter is introduced into Japan. The characteristics of the filter for a 100V flicker meter were clarified in preparation for introduction of the IEC flicker meter into Japan.
