本報は，防災保全技術の総合化に新しい概念形成を行うことを目的とする．防災保全技術は，独立の技術を総合化する実用的な方法論を持っていないため，既存の工学体系だけでは，いまだ解決策が得られていない難しい課題に直面している．本報では，総合化が本質的に意味していることを示しながら，従来法で対処できない部分に対して，複雑系科学を応用した新しい対処法を提案した．防災保全の総合化を必要とする問題に対しては，複雑系科学的なアプローチが有効であることを要素還元法によるアプローチと比較しながら示した．最終的に，複雑系科学の要素技術を用いて防災保全問題に取り組んでいる様々な事例を総合化という視点から例示し直すことにより，複雑系科学が防災保全技術の総合化に有効に活用できることを具体的に示した．

概要 （英文）

The purpose of this report is to make a new concept of technologies for disaster prevention and maintenance. Since existing engineering technologies related to disaster prevention and maintenance have no method or tool to synthesize each technologies, they are in the face of some unsolved subjects. This report clarified an essential meaning of synthesis and presented a new approach for such unsolved subjects applying the complex systems science. In order to emphasize the originality of the presented approach, it was compared with the reductionism approach. Finally, some studies based on complex systems science in disaster prevention and maintenance are illustrated from the viewpoint of synthesis and are verified the effectiveness of the presented concept.
