概要 （英文）

In Europe, liberalization of the electric power market has been steadily progressed under the 2003 EU Directive. The final goal of the directive is to create a pan-European integrated electricity market over the member states. This report investigates recent development of liberalization and reveals several issues in European electricity market. The purpose of this report is two fold. First we update information on status of compliance with 2003 EU Directive and that of competition among member states, as well as we survey results of competition assessment conducted by European Commission (EC). Second, we evaluate performance of newly introduced institution of electricity trading in the UK, BETTA, based on recent development of prices and volumes of wholesale electricity markets. The BETTA can be recognized as a geographical expansion of NETA to include Scotland. While overall competition has been advanced among member states in line with the EU Directive, EC still proposes several issues that should be improved to achieve the purpose of creating the integrated market. Such issues include further vertical unbundling of network function and promotion of investment on cross-border transmission lines. Concerning the transformation process from NETA to BETTA, the process went smooth and did not cause unexpected problems for market participants or governing bodies. This was mainly the merit of an extensive preparation towards BETTA, which initiated its operation on 1 April 2005. Since BETTA is only an initial stage of its operation, it is probably too early to finally evaluate its achievements towards a competitive and efficient electricity wholesale market. However, our research results on trading volumes and prices at wholesale power markets indicate that BETTA seems to effectively function without causing any remarkable problems.
