再生可能エネルギー電源の普及に熱心であるドイツで、再生可能エネルギーの優先規定の影響もあって、著しく再生可能エネルギー電源が普及している。再生可能エネルギー電源の増加により、卸電力市場では歪んだ市場均衡価格の増加、系統運用においては再給電指令の増加が見られる。FIT等の一部の事業者のみを優遇したために生じるこれらの現象は、望ましくないと考えられている。卸電力市場においては、second auctionという再入札制度が導入されているが、市場原理に従った根本的な解決策とは考えられていない。系統運用においては、調整用電源の増設が望まれるが、再生可能エネルギー電源の増加により、卸電力市場の市場均衡価格が低下している。そのため、投資インセンティブが減少し、根本的な解決が見いだせていない。わが国では、ドイツの事例のようなことにならないために、現時点から、FIT制度と市場原理の折り合いを考慮して、卸電力市場の制度設計を議論すべきである。

概要 (英文)

In Europe, power generation units based on renewable electricity (RE), especially wind power generation and photovoltaic generation, are spreading rapidly. The rapid penetration of RE causes some issues on wholesale electricity market, operation and investment planning of power system. For a bidding strategy of a generation company, the start-up cost, minimal production of the plant and the minimal duration of the stop are important parameters that influence market prices and can produce negative price offers. In the presence of Feed-in-Tariff, RE can be offered on the market at a negative price. In European Power Exchange (EPEX), a second auction in day-ahead market, which is a market system of deciding the bidding price of FIT electricity randomly and making a revision of offer and bid, is established in order to prevent from the extremely low price. Coexisting FIT and day-ahead second auction make the trading very complicated. In power system operation, the number and maximum controlled capacity of re-dispatching order to generators by Transmission System Operators (TSOs) increase. A frequent re-dispatching orders result from the network constrains like transmission congestion and the shortage of operating reserve because of deep penetration of RE power generation in some intensive area. While this problem can be mitigated by the investment of network equipment and flexible output of generators, the investment of flexible output generators is difficult because electricity of RE makes the wholesale electricity market price lower.
