THE OBJECTIVE OF THIS PAPER IS TO DEVELOP ENGINEERING-ECONOMIC MODELS OF LARGE INDUSTRIAL CUSTOMERS AND TO DEMONSTRATE THEIR APPLICATION TO THE PREDICTION OF INDUSTRIAL CUSTOMERS RESPONSES TO TIME-OF-USE (TOU) RATES. A PROCESS MODEL WHICH DESCRIBES CUSTOMERS COPING ACTIONS THROUGH THE EXPLICIT MODELING OF ENGINEERING CHARACTERISTICS OF ELECTRICITY USE WOULD BE A USEFUL TOOL IN MICROSCOPIC EVALUATION OF CUSTOMERS RESPONSES TO TOU RATES. AS A TYPICAL INDUSTRIAL CUSTOMER WITH HIGH ELECTRICITY INTENSITY,AN INTEGRATED STEEL MILL WAS TAKEN FOR THE FIRST CASE STUDY. THIS PAPER REPORTS THE OPTIMAL WEEKLY OPERATION SCHEDULE AND ITS EFFECTS ON THE CUSTOMER S OPERATING COSTS AND THEUTILITY S LOAD PROFILE FOR THE FIRST CASE STUDY. WE HAVE CHOSEN A HEAVY ELECTRICAL APPARATUS WORKS FOR THE SECOND CASE STUDY;AND,SOME PRELIMINARY RESULTS ON THIS CASE STUDY ARE ALSO PRESENTED. FROM THESE CASE STUDIES UNDER VARIOUS ECONOMIC CONDITIONS,SEVERAL SETS OF ENGINEERING AND ECONOMIC CHARACTERISTICS OF EACH INDUSTRY WERE IDENTIFIED TO ACHIEVE THE DESIRABLE SHIFT OF ELECTRICITY LOAD. SIMULATIONS INDICATED A POTENTIAL FOR SUBSTANTIAL LOAD SHIFTING IN THE IRON AND STEEL INDUSTRY;E.G., 100 PERCENT OF PURCHASED POWER REQUIREMENTS IS CONSUMED IN THE OFF-PEAK PERIOD (MIDNIGHT AND WEEKENDS) UNDER TOU RATES BESED ON THE ACTUAL SUPPLY-DEMAND ABJUSTMENT CONTRACT. ON THE OTHER HAND,SIMULATION RESULTS FOR THE HEAVY ELECTRICAL APPARATUS WORKS IDENTIFIED THE PRACTICAL LIMITS OFTOU RATES AS A LOAD MANAGEMENT SCHEME;ASSUMED TOU RATES HAVE SIGNIFICANT LOAD MANAGEMENT EFFECTS ONLY ON RELATIVELY HIGH ELECTRICITY INTENSIVE PROCESSES (E.G.,A FINAL ELECTRICAL TEST OF TURBINE GENERATORS). EFFECTIVENESS OF OUR APPROACHES TO ESTIMATE OF POTENTIAL RESPONSE TO TOU RATES WAS DEMONSTRATED THROUGH THESE APPLICATIONS.
