Impact of the Transition from Cost-Based Regulation to Performance-Based Regulation on Efficiency of Local Distribution Companies in the U.S. Electricity Industry

最近の米国の配電事業においては、様々なタイプの成果主義規制の導入が目立ってきている。本報告ではPBRの概要や導入の状況について振り返った後、まず、効率化の観点から望ましい配電事業の成果主義規制の設計に関する課題について理論的考察を行って、現実に採用例の多い収入キャップ方式に対する経済学者の批判などのレビューを行った。次に、1991年から2000年までの米国の電力会社のパネルデータを用いて、成果主義規制の導入と効率性の関係について実証分析を行った。運転保守費用と設備投資費用の回帰式を誤差要素を考慮した見かけ上無相関な回帰によって推定した結果、PBRを積極的に導入している州では、従来から設備投資費用が高く、またPBRの導入によってその削減が進んでいることが明らかになった。ただし、運転保守費用はもともと低水準の州もあり、PBR導入後も必ずしも削減されているわけではない。

概要 （英文）

Performance-Based Regulation (PBR) has become popular in the U.S. electric utility industry. A transition toward PBR is particularly relevant to local electricity distribution companies. After a brief overview of the current status of PBR in the U.S. electricity industry, we discuss some theoretical issues in designing effective PBR. Then we investigate the determinants and effects of implementing PBR for the local distribution companies in the U.S. by examining the cost efficiency of electricity distribution in each state. Using the panel data for investor-owned electric utilities during 1991-2000, we estimated two regression equations for operation and maintenance expenditure and capital expenditure of electricity distribution. We then evaluate state-specific effects and their rate of change over the decade. Our results indicate that among the states with experiences of implementing PBR has been inefficient as to capital expenditure, indicating the opportunity for cost reduction by PBR, but they have not necessarily been inefficient as to operation and maintenance expenditure. Our results also indicate that introducing PBR have effectively reduced capital expenditure over the decade, though it has not yet reduced operating and maintenance expenditure.
