欧州の配電事業者は、系統需要量への従量料金をベースとした配電料金で設備投資等の費用を回収しているのが一般的である。そのため、再生可能エネルギー等の分散型電源の導入が進展する中、自家消費の増大に伴う系統需要量の減少が起こりうる状況では、設備増強がなくても費用回収のため配電料金単価を上げざるを得ない。しかし、配電料金の値上げは自家消費の増大を加速化させ、系統需要量のさらなる減少をもたらす恐れがある。このような配電料金を含めた電気料金値上げと系統需要量の減少の連鎖が配電網の費用回収漏れとなる現象は、デススパイラルと呼ばれている。
上述の費用回収漏れを防ぐための短期的な対応策として、欧州では料金設計の見直しが検討されている。家庭用需要家に対して固定料金と従量料金をベースとした費用回収を採用している国では、固定料金の割合を増加させ、費用回収漏れのリスクの低減を試みている。これにより費用回収漏れの懸念は緩和されるが、消費電力量に応じて料金を支払うこれまでの公平感を削ぐことになる。容量料金と固定料金の組み合わせにより、配電網の固定費用を回収している国では、配電網からの供給電力量の減少による費用回収漏れの可能性は低いが、蓄電池の大量導入による供給電力の低減が始まると、配電網の固定費用回収漏れを保証できない。いずれの対応策も一長一短があるが、配電網への需要家の接続のための設備投資後に、需要家が再エネ等により自家消費を増やした場合に、必要な設備費用の回収の根本的な問題の解決策とはいえない。必要なときのみ配電網からの電力供給を受ける再エネ導入需要家と常時配電網から電力供給を受ける需要家の間の費用負担のあり方を示し、理解が得られるような制度設計が重要となる。

概要 (英文)

Distribution System Operators (DSOs) in European countries recover fixed cost as well as operation and maintenance costs mainly through the volumetric distribution usage charge. This volumetric tariff is regarded as an equitable share of burden because the distribution fee is proportional to energy consumption of network users. Meanwhile, supportive government policies have realized substantive cost reduction and thus remarkable growth in residential photovoltaic systems (PV) around the world. As the increasing installation reduces network demands, DSOs are required to increase the distribution usage charge to recover their fixed cost as well as operation and maintenance costs. However, the raise of the distribution usage charge encourages consumers to install PV, igniting a vicious spiral. As an example taken by European DSOs to prevent this, instead of charging mostly based on the usage (kWh consumed), the rate structure is shifting more to basing on the available capacity (kW) in German DSO. This countermeasure brings other issue of the regressivity of distribution tariff against low volume energy customers. The distribution usage charge in the Netherland is already based on fixed tariff and capacity tariff. Moreover, the DSOs in the Netherlands is proposing to introduce time of use retail tariff to provide incentives for consumers to reduce their peak demand. These countermeasures have advantage and disadvantage. It is necessary to consider the implementation of these countermeasures carefully.
