本稿では、動学的データ包絡分析法（Dynamic Data Envelopment Analysis: Dynamic DEA）モデルを用いることにより、わが国における電気事業の相対的な効率性計測と比較分析を行ない、その特徴点を部門別の投入要素及び投資別に明らかにする。具体的には、従来の静学的DEAモデルを企業の多期間最適化行動を仮定した動的計画問題として改良定式化し、わが国電力産業の効率性を計測した。その結果、非効率の原因は動学的側面にあり、静学的すなわち可変要素については非効率性が見出されなかった。また、従来の静学的なDEAモデルによる計測において配分の非効率性が過大に計測されていた可能性が存在することを指摘する。

概要 （英文）

This article investigates relative efficiencies of the Japanese electric power companies and clarifies some important features on the efficiencies, by each input factor and each investment in different sectors. Using a newly developed Dynamic Data Envelopment Analysis (Dynamic DEA) model, specifically, this study formulates the new dynamic DEA model as the dynamic planning problem with the assumption of the multi-period optimization behavior of the firms. The results show that the dynamic inefficiency contributes significantly to the overall cost inefficiency and the allocative inefficiency is overstated in the conventional (static) DEA model compared with that from the dynamic DEA model.
